Proposes ADR-0059 — the testnet SHALL NOT be officially opened until one independent reviewer (not Amethyst, not an AI) has looked at it and explicitly said yes.

Per the ADR itself, this PR is the enforcement record: it stays open until the reviewer has signed up on this Forgejo, reviewed the testnet, and commented an explicit yes. No CI action, no merge block — the timeline is the proof. Merging before the reviewer's yes voids the ADR's authority.

Restored record (DT-22 rebuild, 2026-10-28): this pull request was originally #14 on the previous Forgejo instance, which was lost when the old server was destroyed (2026-10-27/28). Recreated from the preserved API capture with its original title and body. Head branch is the locally preserved copy (d0c3e06, identical diff against main to the lost server head 6aa5cb7).
